Forgetting that this is an absolutely terrible adaptation and judging it only on its own merits, it's boring.
The grand majority of this show is telling you stuff, never showing you anything, and this episode is a grand example of that. The entirety of this episode's important information could have been delivered in 5 or 10 minutes, but they instead opted to spend a good chunk of the episode in one conversation where 1 major thing is learned: Halsey believes the end justifies the means.
Looking at it as an adaptation, why? The Mandalorian showcased that you can create a helmeted, soft spoken character and make the audience care about him. In Halo, Master Chief's face is never visible and barely speaks. They could have done the same for this show, especially since Cortana exists as a way to filter Chief's silence, but they went with the easy way out and made Chief, and by extension Cortana, boring. Cortana has next to nothing to do since Chief will do everything without thinking. Since Chief does everything without thinking, there's no real tension because everything just works out for him.
"Chief, touching the artifact can kill you! We don't need to do this RIGHT NOW!"
"I'm going to touch the artifact."
Chief then touches the artifact, survives, and finds Halo. Yay.
