Because some of the people of London are threatening the Queen, Victoria and Albert head off to Scotland. While there, a good deal of intrigue occurs, including the two men professing their love for one another, the Queen's personal attendant hooking up with a handsome soldier, and the widow trying to climb out of despair. But the most interesting of all are Victoria and Albert, who, during a jaunt in the countryside, decide they want to ride back to the castle and get lost. As night falls, they take refuge in the home of delightful, humble couple who don't know who they are. There is great turmoil as the Scottish duke feels the weight of responsibility on his shoulders. This really brings into reality os the heaviness of the crown. A nice break after the horrors of the potato famine.

Warning: Spoilers
They tried to make this come off as a big deal with the shooting at the end, but I never got behind that character. The bigger issue was the public and their dissatisfaction with what was going on and I felt that Victoria missed the boat in addressing that a bit.
Not quite what you hoped for in a penultimate episode.
