The person pulled over and arrested is a Japanese dual citizen? That's impossible, Japan doesn't allow dual citizenship. Also, the other man arrested and brought into the holding cell with the first would've been searched for any weapons.

Procedurely this episode is a dud

In the first five minutes I about lost my mind with this episode. The car is pulled over without having run the plates. That would never be done. I can't tell from the car, but the only time that might ever happen is if the police vehicle has a license plate scanner which would automatically ding if the plate was stolen.

Forgetting that, in a two car team, one LEO would never allow their partner to pursue a suspect on foot alone. Because of the bag, they would secure it, likely in their own vehicle, but then would either in the car or on foot pursue the suspect. The bag is secured because if it had something dangerous, which under the circumstances is possible, not doing so could allow a child that might go to the car and take the back or an adult wanting to see what they could get. The next step is to backup your partner. I'd have to rewatch it to know for sure whether the bag was secured at the same time the suspect was caught, but the deputy was pretty unmotivated. In real life you run to secure the bag and then run to your partner. As a training officer, she would know that. Additionally, this also means she let the trainee pursue a potentially dangerous felon alone.

OK, even though I can't get any of that out of my head (my family is full of LEOs so I know of what I speak), the rest of the ep wasn't bad. But it really makes me wonder who they have as a technical advisor.
