Lena Hayden (Judy Parfitt) is a renowned British investigative journalist who is in Venice to look into rising but crooked politician Mario Carpiano (John Thaw.)
She believes Carpiano arranged the death of his industrialist father in an accident in order to inherit his wealth.
Lena wants to find Carpiano's secretary who knows everything, however he is meant to be dead. She believes that he is alive and in hiding somewhere.
