The police spot a sniper on a rooftop of the LA colosseum. The sniper is in plain view of the blimp and any aerial means. In reality,they would have sent a helicopter to ask him to surrender,and if he started shooting at the helicopter they would have blown him to bits. Also,we are shown in the end of the movie that there is an inside path to the roof ,where finally the police get to him and kill him but for some strange reason it takes the SWAT team about an hour to get there because police captain played by Charlton Heston will not authorise it untill the shooter has killed a whole bunch of people.
