There are things to like about this movie. The cast is pretty good. Some of the characters are interesting. The world it creates is interesting. The wire fu stuff is entertaining if absurdly over the top in spots.
The whole thing is just kind of a mess though. It doesn't have a plot. It has all of the plots. They just keep piling on more and more stuff. There are evil eunuchs. There are rebels? There are other rebels? There are more evil officials. There's a pregnant concubine? There's a sandstorm and they have to take shelter at a shady inn. There's an imposter? There's a lost city and a treasure. What? There's way too much stuff going on. There are so many subplots going on that I'm not sure what the main plot was even supposed to be. There are way too many characters too and many of them hardly get any screen time. Because it has so many plots and characters, it goes on for 30-40 minutes too long. It tries to cram in way too much and goes on for too long. Even the fight scenes start to feel repetitive and drag.
