Why is it ok for a 13-year-old child to date a 17-year-old?

I don't understand why anyone thought it was ok to let a 13-year-old character date a 17-year-old character. Also, at the end of the movie the girl says she'll be 14 next year when she sees him again. She'll be 14 and he'll be 18 and if he has sex with her he'll be convicted of rape. That's a bad message to send.
