With reference to Robert Reynolds hopes as expressed in an earlier review, yes, this short has been deemed worthy of wider distribution. It now forms part of a 2 DVD set which collects all Harryhausen's non-feature work - Puppetoons, shorts, commercials, screen tests etc., together with some pleasing documentary work.
Anyone who is a Harryhausen fan MUST invest in this because it is absolutely essential viewing (and I'm nothing to do with the producers, honestly - I'm not on commission!).
The Tortoise And The Hare, in particular, is everything which Mr Reynolds says - I have nothing useful to add to his comments, other than to comment that the DVD includes a documentary on how Harryhausen's incomplete leftovers got to be completed.
Wonderful stuff, and highly recommended.
