This was filmed for a particular audience, and that audience is the one that enjoys old school action flicks that involve shooting scenes and a simple plot. You won't get any crazy twists nor any deep character development, just action. If you like those kinds of films that were big in the 80's. You'll like this one too.
Dolph plays a cop who's racist against Mexicans (worth mentioning his boss is black and apparently has no beef with him at all, his problem are Mexicans lol) and was caught on film showing abuse of power against a mexican gang member. Because of this viral video, his boss was pressured to give him the boot but instead, since everyone considered him to be a great office, despite his discriminatory behavior, he took advantage of a hot case that involved traveling to Mexico to look for 2 witnesses and yes, he made Dolph take the trip down south. That's were the fun begins.
FYI: My 9/10 review is considering other films of the genre, not on a general level as many do and wrongfully misreview it.
