Even though this is not legally required, as parodies are covered under fair use guidelines, Yankovic traditionally secures permission from the artists he parodies. While Coolio's record label granted Yankovic permission, the artist himself refused to give permission and even declined an offer by Yankovic to take a percentage of the revenues. Since then, Yankovic acquires permission directly from the artists instead of intermediaries. In 2014, Coolio admitted in an interview that it was stupid from him to refuse the parody, and that he actually enjoyed the parody. He also regretted his initial response to it.
The line "Then tonight we're gonna party like it's 1699" is a parody of the hook "So tonight we're gonna party like it's 1999" from Prince's 1982 hit "1999."
