Police dispatchers do not say the name of a homicide victim over the radio. This is done since anyone listening to the frequency could hear it. Police make next of kin notifications before releasing the name of a victim so the family will not be blindsided.
The scanner they are using to scan all the case files is in fact a paper folding machine, used to fold letters to fit in an envelope, typically used for sending out invoices or publicity. They put a display on top of it that seems to emulate a document scanning process.
