Woods getting off his corruption in the Ruffalo case is as unbelievable as Voight getting off for his attempts on Matt Casey. Both are just thin plot devices to get the characters back into the show.
The tension between Atwood and Rigel seems odd too, Ruzek has never shown bias before.
