- The newest Speaker of NY City Council, (Whoopi Goldberg), a chronic malcontent, wants to dismantle the NYPD's "Broken Windows Policy," a position Frank vehemently opposes. Erin worries when the wife of her good friend and mentor, Judge Wilson, dies as a result of DUI, and, his sentencing suddenly runs off the rails. Linda's co-worker at the hospital has a problem with her ex-husband. Linda asks Baez and Danny to talk to the parties involved and it turns into a big ordeal. Judge Wilson takes on attorneys who dare to argue with the bench (i.e. our jobs); it may be time for a Judicial Ethics Commission Complaint. Does Erin have the balls to file one?—LA-Lawyer
- Linda asks Danny and Baez to help her co-worker who is having trouble with her angry ex-husband. Also, Erin must figure out how to handle her former mentor, a judge who has been handing down unfair sentences since the recent death of his wife; and Frank goes head-to-head with an outspoken City Council Speaker (Whoopi Goldberg) who publicly voices her disapproval of the NYPD's "broken windows" policy.
- Linda asks Danny to help a friend of hers who is being harassed by her ex-husband. Danny tries to talk to hmm but it doesn't do anything he continues to harass her. Eventually her new boyfriend goes missing and Danny thinks the ex has something to do with it. Erin can't help but notice that a judge she admires is behaving erratically especially when it comes to the sentences he dispenses. She tries to talk to him and in the end Erin finds herself having to deal with the ethics committee. The new speaker of the City Council tells Frank she wants to do something about one of the department's policies which she thinks is offensive.
