Specifically, that is the second Toyman aka Jack Nimball, who was a short-lived successor of the original Toyman, Winslow Schott, who was killed off by the original in the 1970s.

With the FBI in tow, Winn meets his dad at their secret location. Winn arrives and finds a mirror that looks like his dad in an "abandoned" amusement arcade. Because, you know... toys are in arcades. And he is toyman. Reminds me of the intentionally corny batman show when the Riddler would always be in the old abandoned puzzle factory. The cops burst in on Winn meeting Toyman and tell Toyman one time to put his hands up. He doesn't. The cop says "Suspect not cooperating, open fire"... What the hell!? What if he didn't hear you, what if he is deaf, or is hurt and can't put his hands up? Do you open fire on an unarmed suspect who isn't attempting to flee and while his son in the line of fire still?! In less than a day from escaping prison, Toyman has had time to build at least a half dozen dolls with pre recorded messages in them (at least 3 customized to look like Supergirl), a giant stuffed Dog with cameras in its eyes, 10 bombs, an advanced toy mirror that projects him so perfectly that no one could tell he wasn't in the room, 7 Toy Elephants loaded with toxic gas and triggered to go off wirelessly, and a huge vat of quicksand laced with explosives. Sounds reasonable. Winn figures out his dad is at the "SlingShot" toy factory because Toyman left a logo on a microchip in one of the toys (the FBI decided not take the toy, because.. who needs evidence). You know, the old toy factory toyman owned (Wait didn't this guy have a boss? How did he own it if he had a boss?) Why didn't the FBI think to look there? This guy is getting an armament of weapon toys from somewhere maybe go look at his abandoned toy factory. Winn is then kidnapped by his dad. The FBI didn't think to keep the son of the escaped murderer under surveillance even after he had reached out to him once already? I'm not making this part up: His dad think he can win his son's love by making him kill his old toy boss and go to jail with him ... if Winn doesn't help, he will set off 10 bombs at the very plot convenient toy convention going on that day (How did the FBI not see that coming? The Toy Man, out while a Toy Convention is going on...). At the convention, Supergirl shows up to prevent the bombs from killing everyone by setting off a sprinkler and freezing a cocoon of ice around the convention floor with her breath. Because you know, a bomb can't get through a thin sheet of ice. Actually a bomb going off next to a wall of ice would create more shrapnel piercing everyone hiding behind that wall. Winn is back at work later that day. Really? The son of a convicted mass murder takes a gun up on a stage, but he is released immediately? Wouldn't want to double check him out? Maybe keep in custody for a day to be sure he was not involved?
If you like this show, clearly you don't expect much from your comics. You want them dumbed down and simple. It's at the level of the old Power Rangers show.
