The 2-3 configuration is common in the 737, 757, and A320 class aircraft.
Ziva's contact mocks Tony for acting like a "typical tourist" by drinking a "stein" of lager. But the supposedly worldly contact who seems to live in Germany should know that a stein has a lid, Germans don't call beer mugs steins, and beer is served in litres in Europe so what Tony had ordered is the same as any of the locals would have had.
Germans usually refer to beer mugs as a Maß (Mass) meaning litre, which is how much it holds, in the same way the British call beer glasses pints.
