- A teenage couple is interrupted from making out in a parking garage. They decide to get back to the party, through the garage. The guy slips and falls on something. It's not motor oil -- it's blood.
At NCIS, the team notices furniture being moved around due to budget cuts. They're going to lose some people. Gibbs arrives to announce that they already have (pithy!). The dead body of the week is an NCIS investigative assistant.
He's Oliver Froman, just a few months in at the Procurement Fraud Division and recently let go.
The body is under a car. And so is Palmer. He soon announces he's stuck.
Gibbs and Tony interview the teenage boy, who is super psyched because it was his first kiss.
Duckie announces the victim died of blood loss from stab wounds. He died about two hours ago. His gate ticket was stamped at 7:55 p.m., but not in the car his body was found under.
Gibbs and McGee find Froman's car -- with a trunk chockfull of NCIS seized evidence.
Back at NCIS, Froman's boss Terry Thomas comes by. He says Froman had access to active files. He was working on a big case with a lot of seized property belonging to Leona Phelps.
Down in the morgue, Tony compares Froman to the secretary from "Psycho," stealing from the employer before blowing town.
They find 13 stab wounds, from the right hand. Duckie says whoever did it was probably a pro and used repeated upward thrusts.
Gibbs stops by Vance's office, knocking first. Phelps ran the Naval Federal Credit Union and is considered the Madoff of the Navy. She got a minimum sentence at a country club but they haven't been able to find the billions she's accused of stealing.
Gibbs asks Vance to tell him first if any of the personnel decisions will affect his team. Vance will let him know.
A new agent comes to NCIS and butts into Ziva and Tony's conversation. She's EJ Barrett, a new agent in the office, and she immediately starts rearranging. Ziva does not like her.
Down in the lab, Abby is trying to get DNA from under the car because there were no fingerprints. She thinks the killer wore leather gloves.
Ziva complains about the new girl on the way to the lab. McGee has gotten into Froman's computer. He printed out a warehouse earmarked for the Phelps' case. NCIS took possession of all of her things. Froman has the guard schedules and inventory. They think whoever killed Froman is planning a heist.
In the office, we learned Phelps' art, collections and jewelry were estimated to fetch $75 million at auction. Gibbs sends McGee to visit Phelps in prison.
EJ butts in again, suggesting Phelps might have been in on the heist. She says her team brought Phelps to Vance's attention originally. She had her own team --they used to be in Spain, the post Tony was offered and turned down.
Tony and Ziva check out the warehouse. It has a swipecard and keypad entry. The security guard says nothing is missing. Tony finds Steve McQueen's sunglasses from "The Thomas Crowne Affair." They sold for $70,000 at a European auction a few years ago.
Tony tells Ziva about the Spanish team he turned down.
Gibbs meets with Phelps and tells her her things have been moved. It's news to her. He shows her the inventory and tells her they think someone might be trying to rob their facility. She looks over the list but offers no insight.
Back at NCIS, McGee is particularly sour about Phelps.
He brings DVDs of depositions of Phelps' victims for Gibbs to watch. He watches one of Grace Mullen, an elderly woman who says she and her husband moved his military pension to the Phelps Fund and lost it all.
Tony and Ziva watch the security footage at the warehouse. Tony wonders about the guard's uneventful life. Ziva tries to figure out what's bugging him.
Gibbs watches the taped deposition of Ruleo Medilla, but pauses it when he catches EJ lingering again. Finally, she leaves.
Tony and Ziva are startled when the motion sensors are tripped in the warehouse. They run to check it out and find Gibbs inside. He announces the heist already happened.
Nothing on the list is missing. But he saw Phelps go straight for a certain page. She owned William Faulkner's desk. Gibbs pokes around and finds a secret compartment. It's empty.
Ziva brings Abby the Faulkner's desk. Abby likes EJ, she talks to herself.
Gibbs talks to Phelps in interrogation this time. He tells her the secret panel was empty. EJ watches the interview. Tony joins her.
She understands Gibbs' technique of trying to rile Phelps by reinforcing that she's a prisoner. Tony makes a team captain reference and soon he's telling her he played varsity sports. She was a cheerleader.
She leaves for a meeting with Vance, but not before predicting Phelps will want a deal.
Phelps tells Gibbs she can tell him who they're looking for, but she wants something first.
Upstairs, Gibbs interrupts Vance's meeting with EJ. Gibbs is in favor of Phelps' request for home arrest while she's on bail.
McGee gives the rundown on a recent casino heist, talking like a hard boiled detective. One guy was killed, two got away.
Gibbs gets Ziva to get Phelps from prison. McGee is stunned.
They pick her up, she's wearing fur. She tells Gibbs the man they're looking for is Otto Brackin, a guy who came looking at her stuff -- especially the desk -- in 2005.
Gibbs calls McGee with the name, but he already has it. He was the cell mate of the guy who died in the casino heist and his body was just found.
In the morgue, Brackin was killed the same way as Froman. Tony is sure Phelps is at the center of it. "It's a heist movie, so there's just one question we have to answer: What would Steve McQueen do?" Tony says.
Ziva and Gibbs brings Phelps home. She says she had nothing to do with Brackin's death. As she's opening her front door, Gibbs notices a gum wrapper outside. He picks it up.
The giant mansion is completely empty. Ziva fits her with an ankle monitor. They leave her, agreeing to her "no police presence" terms.
Back in the office, Tony and McGee theorize that Phelps got mixed up with the casino heisters and was cleaning their dirty money -- but she stole or lost that, too. So they came after her.
Abby conveniently arrives to announces that she found traces of high end paper and deerskin in the secret compartment. She checked records and found that matched Leona Phelps' book keeping ledger. They think it had info about her accounts where the money is.
Alone in her giant house, Leona opens a secret wood panel and takes out a bottle of booze -- and her leather bound ledger.
She hears a noise and looks up to see Ruleo Medilla on her landing. He says he broke into her warehouse and into the desk but it was for nothing -- the ledger wasn't there. He shows her a knife. She runs. Her ankle monitor is triggered as she flees the house.
Tony calls Gibbs to report the DNA from the gum wrapper he found matches Ruleo Medilla, the third member of the heist crew. Tony notices EJ listening to him as he reports.
Waiting in a car, Gibbs and Ziva pull up to the house. Ziva gets Phelps and her ledger, enough to send her away for life.
Gibbs chases after Medilla in the car. Gibbs bumps Medilla's car until it spins off the road. Medella starts to run, but stops when he sees Gibbs with his gun drawn.
Tony checks out EJ's work space, asking Gibbs if he's noticed the new girl likes to shower there before she goes home.
Cut to Tony waiting outside her shower stall. He tells her he turned down her job and had Gibbs' for a while. He says the previous director saw something in him. He stands closer to her, about to kiss her. "There are rules against this," he says. "No there aren't," she says. And... the end.
