When the NCIS team is looking at the "mug shot" for lawyer Allison Hart, it says in the fine print she works for a firm called "Wolfram, Hart", an in-joke by the writer no doubt. Jesse Stern, who used to be David Greenwalt's assistant on the series ANGEL, which featured an evil law firm of the same name, wrote this episode.
When McGee's jet pack video is over, we see that it is a "Thom E. Gemcity" production. This is an anagram for Timothy McGee, which is his pseudonym as a writer.
When Palmer is doing his first solo autopsy, he refers to the squirrel as Mr Rocket J. That is a reference to Rocky the squirrel from Rocky and Bullwinkle.
In the scene where Ziva & Tony are at the Naval Air Station for the first time, the two aircraft in the background are a Douglas A-4 Skyhawk ground attack aircraft at the rear, and a British Hawker Hunter in front. Both aircraft first saw service in the early 1950's. The A-4 was in active service with the USMC until recently (2013 and is still in use as a trainer, so was still in service or was in the process of being withdrawn when this episode was filmed in 2010. There were a number of Hunters flying in private hands at the time. This one and the A-4 belonged to Airborne Tactical Advantage Company who were based at Patrick Henry Field in Newport News around this time, and had 14 Hunters which were used on "Government Contracts". In a scene at the end the ATAC logo can be seen on both aircraft's tails. I believe ATAC were using them as chase planes and for aerial photography. The Hunter was very popular in this role as it was a very stable platform and had been widely used as a reconnaissance aircraft.
