Abby gives a private lecture and welcome to Ziva, who passes her first psych screening. Gibbs and McGee separately find a connection and more between the victims and a Baltimore cop, who arranges to meet Tony, but the cop dies first. Ziva passes her second psych evaluation. The gang find the rest of the pieces and put them together, and they bust the bad person. Ziva approaches Gibbs again in his basement, and she says that they need to talk. - A stripper dressed as a sexy cop busts into a motel room and finds three dead bodies. So not hot.
Tony comes to work and instantly gets on the new Agent Filmore's nerves. Tony and McGee compare notes: neither of them have heard from Ziva. "She'll call when she's ready," McGee says. "Last time I said that I ended up tied to a chair in North Africa," says Tony. They wonder if she's coming back. They try to decide if Agent Filmore will last a month, but she surprises them by bringing over a resignation letter.
Gibbs works in his empty basement. The boat is gone. Ziva drops by and assures him she's fine. She says thank you for leaving her in Israel, although she felt betrayed at the time, and gives him a gift, a really nice chisel.
She says she had forgotten who she could trust. She wants to be part of the team again. He tells her to talk to Vance. His phone rings. It's Tony. Gibbs tells her again to talk to Vance, he told him to expect her.
At the scene, Tony and McGee do their crime scene thing. One of the victims is marine staff sergeant Jeff Ross.
The stripper and her manager are in the next room. The manager is a slime-o named Hector who says he's in showbiz and wear cologne that makes McGee sneeze. She says she met with Ross in the lobby in the afternoon. He wanted to surprise his friends for a bachelor party and gave her a key. She says Ross had hair when she met him.
The examine the second body in the bathroom, with his head in the toilet. Ducky announces both had their heads shaved after they were dead.
The second victim is Eric Jurel, a civilian who runs an auction house. The bachelor is a file clerk at the Pentagon named Alan Sandich. They all got busted for egging a church when they were in high school. Gibbs tells the guys to check it out. They get waylaid at the elevator arguing over who's the sidekick. The doors open and Ziva is standing there. She goes to talk to Vance.
He asks if she discussed it with her father, pointing out that she was a Mossad liaison officer, which means she has to have a relationship with Mossad. He calls her damaged goods and says she has to pass psych tests before they can talk.
Tony and McGee drop by the auction house. A snooty auctioneer calls Eric's death "good news." He says everyone hated him. A woman named Elena cries over him in the corner.
She tells T & Mc that she liked him but he didn't like her. She says a lot of people misunderstood him. She overheard him tell someone on the phone that he thought someone was following him.
In the morgue, Ducky tells Gibbs that all three men were drugged prior to their deaths, in the champagne. One was drowned, one suffocated and Ross was force-fed booze. The killer wanted them awake when they died.
They found evidence of a gunshot wound on Ross, but the base report in South Korea called it a work place injury.
Tony says the bachelor's fiancee is back in town and already re-engaged. There's a tape of Sandich's actual bachelor party with naughty things happening with a stripper. She broke it off five months ago.
The bachelor party was a cover. But for what?
McGee has gotten nowhere figuring out who was following Eric. Ziva drops by and suggests using the cell phone's GPS and those of other nearby cell phones. McGee appreciates the idea and disappears when he sees how Tony and Ziva are looking at each other.
They don't get very far before his phone rings. It's Abby for Ziva.
Ziva goes downstairs. Abby yells at her immediately, asking her how she could think Tony killed Rivkin out of jealousy and tell Gibbs she didn't trust him. She tells Ziva she should be ashamed of herself, although in retrospect she understands she was going through some stuff. Abby tells her it's time for her to talk to Tony.
Gibbs talks with Ross' commander in South Korea, asking about the gunshot wound. He says Ross was the biggest bastard he'd ever met. He got shot on leave.
Vance brings Gibbs papers for Ziva's reinstatement.
Gibbs tells the guys to find out where Ross disappeared to in South Korea for two days.
McGee found a cell phone near Eric several times. They trace it to a house and go there.
Tony goes in the front to find a Baltimore policeman already inside with a gun drawn. He tells them they had reports of shots fired and his partner is in back. They search the house and find nothing, not even a partner. Officer Howard Shelley gets separated from them and disappears. They find a photo of him inside. It's his house.
McGee confirms the cell in Shelley's house was the one tracking Jurel and it retails for over $1,000. They also find surveillance photos of the three dead men and a rambling suicide note written signed by Shelley.
They head off to run down leads. McGee stops for coffee and finds Ziva. She thanks him and says everything's in the past. McGee asks why she's avoiding Tony.
In the office, Gibbs and McGee have both found Shelley and the dead guys all went to the high school together. They bullied him. Tony comes in and adds that a month ago Shelley happened to stop Ross and give him a ticket, then gave him three when he realized it was his old tormentor.
But Ross got back at him by emailing a video of Shelley from high school to all his cop buddies. In it, the three guys are pinning Shelley and shaving his head. At prom they forced him to drink until he got sick, like one of the victims.
Tony races off to pee. Ziva finds him there. She tells him when he killed Michael she almost killed him. She tells him that doesn't matter, what does is that he had her back and she was wrong to question his motives. She says after trusting her terrorist brother Ari and Michael, she couldn't afford to trust Tony. She kisses him gently on the cheek, then tells him he's a cop and he was following his instincts. This makes Tony think of something. He tells Gibbs and McGee they can find Shelley by tracking the other cell phone he's using. Tony thinks because it was pricey it came from a bust. McGee does some searching and finds an impounded phone is in use.
Gibbs' phone rings. It's Shelley for DiNozzo. He says he was following them, but didn't kill them. He knew something was going down and wanted to see what it was. He tells Tony to meet him at a phone booth downtown.
At the booth, Shelley's Jeep comes swerving toward him and Tony gets out of the way just before it crashes. They find Shelley dead inside, shot.
Ducky has Shelley on the table and says he was shot at close range, which implies he knew his killer.
Tony brings in a report from South Korea from when Ross disappeared. A shooting at an airstrip used by smugglers. They think Ross was into smuggling. McGee gets near the body and sneezes. Ducky says there's a cologne on the body.
McGee and Tony run off.
They have Hector in the interview room. He's a fence for everything from bootleg DVDs to scud missile parts. He has a black eye.
Hector tells Gibbs that Shelley came by that morning, but he had nothing to do with the other three.
Hector says Jurel came to him with something big. A military cargo plane worth a couple million that was being decommissioned. The stripper was supposed to visit the guys as they celebrated and pick up a package with the codes for the plane. Instead, he says, she found Shelley. Then Shelley visited him and roughed him up. He has an alibi for the night of the murder - he was at a strip club.
Abby tells them the gun used to kill Shelley was from a 19th Century pistol.
The guys visit the snooty auctioneer and find him taking that gun out of a car trunk. He says it recently went missing and that's Elena's car. She comes out to meet him and Tony stops her.
They think she found out about Jurel's deal and partnered with Shelley then double-crossed him. As proof McGee says they traced the worm that planted the fake suicide note on Shelley's computer back to her laptop. It proves she killed Jurel, his buddies and Shelley. She's under arrest.
Gibbs goes home to his empty basement and finds Ziva waiting for him. She thinks he's hesitant to have her back. He asks her about Ari. Gibbs says she had orders to kill Ari to gain his trust. Ziva says yes. But she volunteered to protect Ari because she hoped her father was wrong about her brother. But she says she was wrong about Ari and she didn't kill him because he was under orders. She tells Gibbs he's the closest thing she has to a father.
Tony and McGee come to work to find Ziva is there. Back at her desk. They sit down and get to work, everything back to normal.
