Allegedly French characters are dubbed by British sounding actors who roll their R's. The French never roll their R's nor sound British. French R's are guttural.
The dubbing actors try to make a French accent by emphasizing their H. They say "hhhoping" or "jhoping". The French H is, however, silent. Therefore, to sound accurately French, they should pronounce the word "hoping" as "Ohping".
