The missiles on an Ohio-class submarine must be launched when the submarine is submerged. A small explosion causes a blast of steam to be created which propels the missile out of the tube and the missile doesn't clear the missile tube properly unless the submarine is submerged. Tamper-proof mechanisms inside the missile make sure this process goes as planned and deactivates the missile if not.
