"Krawatten" is the German word for "ties". As you can see from the poster, the word is spelt here with seemingly random capitalisation (also in the opening credits), in order to highlight the German word for "rats" ("Ratten"). This is to acknowledge the fact that this short is a variation on the "Rat-Catcher [=Rattenfänger] of Hamelin" story.
