- President Allison Taylor: In your opinion, is Bauer's intelligence actionable?
- Ethan Kanin: Bauer says there's going to be an attack, my belief is there's going to be an attack.
- Senator Blaine Mayer: You're reprehensible, Bauer.
- Jack Bauer: And you, sir, are weak! Unwilling and unable to look evil in the eye and deal with it!
- Senator Blaine Mayer: I see you found the bar: mind if I join you?
- Ethan Kanin: [Holding a glass of liquor] something I never knew, if it ain't from Kentucky, you can't call it bourbon
- Senator Blaine Mayer: [Irritated] spare me the southern gentlemen "routine", the President didn't call me up here in the "ass end of the day" to drink her booze. I flipped through the briefing book
- Ethan Kanin: I thought it might be "helpful" before your meeting to bring you "up to speed" on the events of the last ten hours
- Senator Blaine Mayer: [Casually gets up to leave] ok, I'm "up to speed"
- Ethan Kanin: Surely you have some "reaction" to what you just read
- Senator Blaine Mayer: [Sits back down] damn right I have a "reaction". I want to know what all this has to do with Jack Bauer? I mean that's the reason I'm here right?
- Ethan Kanin: Without Mr. Bauer, we would've never "uncovered" the conspiracy, in the first. Nor the people behind it, his efforts in conjunction with those at the FBI are largely responsible for the arrests being made right now: across the District
- Senator Blaine Mayer: You're not saying his acting in an official capacity? I don't have to tell you how this looks, colluding with a rogue operative from a disbanded agency?
- Ethan Kanin: I'm sorry you see it that way
- Senator Blaine Mayer: How else am I supposed to see it?
- Ethan Kanin: The way the President does, that Jack Bauer saved lives today: plain and simple, including her husband's. Look, I know this isn't easy for you, the public battle you waged against detainee abuse, human rights violations...
- Senator Blaine Mayer: [Interrupts him] are you "seriously" asking me to "look the other way" on this? I have been after this son of a bitch for years. His a thug, his "exhibit A"
- Ethan Kanin: The President's prepared to reverse policy and support your amendment to the War Crimes Act
- Senator Blaine Mayer: In exchange for what "exactly"?
- Ethan Kanin: The hearings: declare a recess until after the holidays, and "quietly" let Mr. Baker's subpoena "expire"
- Senator Blaine Mayer: And if I refuse to go along?
- Ethan Kanin: The President is prepared to invoke Executive Privilege
- Senator Blaine Mayer: Executive Privilege? Meaning what "exactly"?
- Ethan Kanin: Well, that's for the President to decide
- Senator Blaine Mayer: Are you talking about a pardon?
- Ethan Kanin: I wouldn't rule it out
- Senator Blaine Mayer: If that's how the President wants to "play it", you can tell her she just walked into a "street fight"
- Ethan Kanin: [Before leaving] you can tell her yourself
- Senator Blaine Mayer: Madam President, I don't care if his source is the Blessed Virgin Mary, nothing justifies what happened in this room.
- Jack Bauer: [Over the phone] have the names on Dubaku's database been handed to the arrest teams yet?
- Chloe O'Brian: Not yet
- Jack Bauer: Ok, listen to me, I've just been told Juma's operatives planned another attack
- Chloe O'Brian: Their telling us here it's over
- Jack Bauer: That's wrong: Tony's my source on this intel
- Chloe O'Brian: Do you know what the target is?
- Jack Bauer: No, only that its high value, high casualty and it's happening now, which is why I need your help. There's a name on the list, a "Ryan Burnett", Senator Mayer's Chief of Staff
- Chloe O'Brian: Mayer? Isn't he the guy who "grilled" you this morning at the Senate subcommittee hearing this morning?
- Jack Bauer: Yeah but the Senator isn't implicated in this conspiracy. Burnett has been providing support for Juma and Dubaku all along, I need you to delete his name from the list
- Chloe O'Brian: What? Why?
- Jack Bauer: If the FBI start to move in on him, he'll "lawyer up", and I won't get the information on time
- Chloe O'Brian: Where is he now?
- Jack Bauer: His at the White House with the Senator, they've got a meeting with the President, I'm on my way there now to be debriefed by Bill and I'll take care of him then
- Chloe O'Brian: You don't expect to interrogate a suspect in the White House?
- Jack Bauer: [Before hanging up] let me handle that: just get his name deleted from the list, I'll get back to you
- Tony Almeida: Maybe you should reconsider?
- Jack Bauer: Reconsider what?
- Tony Almeida: Taking Bill into your confidence: his been part of this operation since the get-go
- Jack Bauer: I don't know what it's going to take to get Burnett to talk, if I have to use extreme measures
- Tony Almeida: I don't get it, you think you'll have to go there?
- Jack Bauer: I'm "driving on a cliff here", I don't need to put Bill in the passenger seat
- Tony Almeida: Alright fine, I'll go with you
- Jack Bauer: You're a wanted felon: you wouldn't even get past the first checkpoint. Besides with all the government agencies still compromised, it might be up to you to stop the attack
- Renee Walker: [Over the phone] it's me, Dubaku's dead
- Larry Moss: I thought the doctor said he was stabilized? What happened?
- Renee Walker: "Officially" they "characterized" it as "coronary brought on by systemic shock"
- Larry Moss: Sounds like you don't believe it?
- Renee Walker: I did a follow up at the hospital Admin: she confirmed that there was an eight member team on duty when Dubaku flatlined
- Larry Moss: Yeah
- Renee Walker: There was ninth man in the ICU just before the code was called in: an orderly. I ran back the tapes on the ward, that's when I spotted him. The thing is I've asked around and no one seems to know who he is
- Larry Moss: Wait, are you saying Dubaku was murdered?
- Renee Walker: I'm saying there was an unidentified man with Dubaku right before he went into cardiac arrest
- Larry Moss: What does the Admin say?
- Renee Walker: She says they often use "floaters", personnel from other area hospitals filling in from time to time: it's not uncommon for the regular staff to not who they are. She's double checking with payroll now
- Larry Moss: Right, so there's your answer
- Renee Walker: It still seems odd... I mean what if Dubaku knew "something" and they needed to shut him up?
- Larry Moss: Is this Bauer's theory too?
- Renee Walker: [Sternly] Jack's not even here and you know I resent that "implication"
- Larry Moss: What "implication" is that?
- Renee Walker: That I'm the only one calling the shots: this has been my investigation from the beginning, not Jack Bauer's
- Larry Moss: I was just asking a question, I wasn't "implying" anything
- Larry Moss: [after she doesn't respond] you there?
- Renee Walker: I'm sorry, I'm just a little "sensitive" on the subject
- Larry Moss: Look, everything we needed from Dubaku, we got: names, bank accounts of every official on his payroll. Teams are in the field as we speak
- Renee Walker: So you're saying you want me to come in?
- Larry Moss: I'm saying we need you back in the office sooner than later to help process all these arrests
- Renee Walker: Ok, look, I got security searching the hospital reviewing more video
- Larry Moss: So you want to follow up on that first?
- Renee Walker: Yeah
- Larry Moss: Fine, let me know if you find anything
- Renee Walker: [Before hanging up] I will
- Janis Gold: Are you busy?
- Chloe O'Brian: I'm just reformatting the server so yes I am busy, why?
- Janis Gold: Well, I was cross-referencing Dubaku's offshore accounts and I came across an orphaned header fragment
- Chloe O'Brian: What're you're you talking about?
- Janis Gold: [Hands her an external hard drive] take a look
- Janis Gold: [after Chloe plugs in the external hard drive, points to Chloe's computer monitor] ok, see? Right there, it's a random file header
- Chloe O'Brian: It's probably just a phantom data stream?
- Janis Gold: No, it isn't, I ran a system analysis: the coding is not "random", it can be traced back to the accounts. Also, it looks like a name was deleted from the list
- Chloe O'Brian: Why don't I run the recovery program?
- Janis Gold: [Sarcastically] well, you're very "busy" with the reformatting and all so why don't I just upload it to my station and take care of it there?
- Chloe O'Brian: Oh, that's ok, I can do it faster: no offense, I'll let you know if I retrieve anything
- Janis Gold: [Before removing the external hard drive and leaving] sure
- Jack Bauer: [Over the phone, while in the White House] yeah?
- Chloe O'Brian: Have you got to Burnett yet?
- Jack Bauer: I'm working on it, I'm on my way over to the West Wing
- Chloe O'Brian: Someone here's figured out a name's been deleted from the list, I don't know how much longer I can hold her off
- Jack Bauer: [Referring to the name Jack asked Chloe to delete] do they know it was Burnett?
- Chloe O'Brian: No, but it's just a matter of time
- Jack Bauer: [Before hanging up] ok, I'll get back to you
- Senator Blaine Mayer: Let me just remind you Madam President, you supported the effort to ban abuse and torture: you campaigned to reform the intelligence agencies
- President Allison Taylor: Over these past ten hours, things haven't appeared as black and white as they once did
- Senator Blaine Mayer: Well, there's nothing gray about Jack Bauer. The man committed atrocities, prisoners have died in his custody
- President Allison Taylor: Mr. Bauer has served under the aides of three Presidents: not just me
- Senator Blaine Mayer: Is it anymore lawful? Or anymore less repugnant if it's authorized at the highest level? The state of award is not a blank check for the President or for anyone
- President Allison Taylor: [irritated] Oh, don't lecture me, I am well aware of the limits of my power
- Senator Blaine Mayer: With all due respect madam President, your power is great: just be careful you use it to send the right message
- President Allison Taylor: All I'm asking you to do is excuse Mr. Bauer as a witness. It's not a message, it's an expression of gratitude for what he has done today
- Senator Blaine Mayer: You're asking me to excuse him as a target of the investigation, and the message is clear: under certain circumstances, you believe his methods are acceptable
- President Allison Taylor: Some would argue they are
- Senator Blaine Mayer: And they would be wrong, under any military or moral standard. America has been down this road madam President, you, yourself called it a national tragedy
- President Allison Taylor: It was a tragedy, I still believe that
- Senator Blaine Mayer: Pardoning Jack Bauer and you are telling every interrogator in the field, that it's open season again
- Jack Bauer: [while torturing him with a stun gun] I can pull the trigger a hundred and twenty eight more times before this battery dies
- Ryan Burnett: I'm telling you, I don't know anything about this attack
- Jack Bauer: Stop lying to me
- Ryan Burnett: I'm not lying
- Jack Bauer: What's the target?
- Ryan Burnett: I can't tell you what I don't know
- Jack Bauer: You are a traitor to your country and a terrorist
- Ryan Burnett: I'm not, I love my country
- Jack Bauer: [after pressing the trigger of the stun gun] that was twelve hundred volts of current. Now when I eject this cartridge, I access the drive stun mode: upping the voltage forty times, directly administered, all you need to do is talk to me. It's really simple: just tell me what the target is and this will all be over
- Ryan Burnett: I promise I have no idea what you're talking about
- Jack Bauer: This is your last chance
- Ryan Burnett: If I knew, I would tell you, I swear. What do you want me to say? Just tell me what to say, I'll say it
- Jack Bauer: [after electrifying his knee] don't you even try to play that game with me. I've been doing this a long time and I can tell the difference especially when a man is under duress. If his got information I need or his just wasting my time and I promise you, I am not wasting my time. The next volt is going to be in your throat: anything above your neck runs the risk of a complete neuromuscular shutdown, which means you run the risk of being paralyzed
- Ryan Burnett: [Crying] no, please
- Jack Bauer: You built the entire federal case against me, you of all people should know how far I am willing to go to stop this attack from happening. So I'm going to ask you one last time...
- Jack Bauer: [shouts] where is the target?
- President Allison Taylor: [walking up to Woods and Taylor] Tim, I understand the threat levels have been raised but only first responders and federal agencies?
- Tim Woods: There's a concern that massive evacuation by the public could hamper efforts to thwart the attack when it comes
- President Allison Taylor: What about the airspace over Washington?
- Tim Woods: Restricted: military flyovers are commencing, DOD is recommending we deploy mobile teams to sweep the area for radioactive biological signatures
- President Allison Taylor: [to Woods] call Philip at the Pentagon to push it through. What about NSA?
- Tim Woods: There is elevated anti-American chatter coming through the usual websites, telephone traffic but nothing specific to the attack
- President Allison Taylor: Thank you Tim, see you upstairs in fifteen minutes?
- Tim Woods: [Before leaving] Yes ma'am
- President Allison Taylor: [to Kanin] Which means our best source of intelligence is still right here under your noses. You realize we're going to have to offer this bastard a free pass?
- Ethan Kanin: With other measures off the table, it's our only option
- President Allison Taylor: Bauer's going to prison and a traitor walks: what's wrong with this picture?
- Jack Bauer: Mr. Burnett, you will be charged with treason: under Title 18 Section 2381 of the United States code: giving aid and comfort to the enemy and directly causing the deaths of American citizens. Do you understand?
- Jack Bauer: [after he remains silent] surely you have something to say for yourself?
- Ryan Burnett: I demand my right to counsel
- Jack Bauer: [Moves closer towards him] you'll have your counsel Mr. Burnett but first you're going to tell me everything you know
- Ryan Burnett: Not in this lifetime
- Jack Bauer: [Sternly] what did you say?
- Ryan Burnett: I said "Not in this lifetime"
- Jack Bauer: [Before walking away from him] don't be so quick to make up your mind Mr. Burnett
- Ryan Burnett: [to Burnett] in exchange for information which stops or "significantly" mitigates this attack, the President's prepared to grant you full immunity from prosecution
- Ryan Burnett: [Amused] I'm sorry, I can't help you
- Ryan Burnett: If you or your family is being threatened in any way, do you realize what the President is offering you?
- Jack Bauer: [Walks back to Burnett] treason is a capital offense Mr. Burnett. If you don't cooperate with us right now, I will make it my personal mission to see that you pay the ultimate price for your crimes, I won't condone torture, but in your case, I will have no problem with the death penalty
- Ryan Burnett: Where's my lawyer?
- Bill Buchanan: [Over the phone] Jack's under arrest: they got him in a holding cell here
- Tony Almeida: Listen to me...
- Bill Buchanan: [Interrupts him] no you listen, we still don't know where this attack is taking place
- Tony Almeida: Burnett didn't break?
- Bill Buchanan: No, they stopped Jack before he could give any information and Burnett didn't go for the President's immunity deal. You were the one who brought Jack the intel right?
- Tony Almeida: That's right
- Bill Buchanan: How "real" is it?
- Tony Almeida: Very
- Bill Buchanan: Who was your contact?
- Tony Almeida: It was a guy on Emerson's crew with a direct line to Juma
- Bill Buchanan: Any chance we can get another crack at this guy?
- Tony Almeida: It's highly unlikely to say the least
- Bill Buchanan: What are you telling me? He's dead?
- Tony Almeida: That's right
- Bill Buchanan: I wish to God you brought me in on this
- Tony Almeida: Jack didn't want to put you in that position: for what it's worth, he was trying to protect you
- Bill Buchanan: [Raises his voice] did you have a fallback plan at least?
- Tony Almeida: The immunity for Burnett was the fallback
- Bill Buchanan: That's it? Nothing else?
- Tony Almeida: [Before Bill hangs up] no, nothing
