- Graem Bauer: Yeah. I gave the order for his assassination.
- [Jack backs away in shock]
- Graem Bauer: And agent Tony Almeida and agent Michelle Dessler. Your co-workers, they're all dead because of me. I arranged everything: I set the timetable, I paid off the killers, I even lured you out of hiding to take the fall. Today wasn't the first time I've tried to have you killed, Jack.
- Bill Buchanan: Unbelievable. That's what Graem was holding back?
- Jack Bauer: Not only was he responsible for David Palmer's assassination, he directed the entire conspiracy. He was trying to protect the company. That's what he's trying to do now.
- Bill Buchanan: Incredible.
- Jack Bauer: I wish it got us closer to the nukes, but it doesn't. He doesn't know where McCarthy is.
- Tom Lennox: I just heard about Karen's resignation: sorry for the loss
- President Wayne Palmer: Are you really sorry? Because your words seem somewhat hollow to me
- Tom Lennox: It's no secret Karen and I "butted heads" the last few weeks. Nevertheless, I "respected" her as an adversary
- President Wayne Palmer: She never gave me a concrete reason why she resigned but there was "something". "Something" she wasn't telling me
- Tom Lennox: [while handing him a file folder] this "may" have something to do with it. This is the draft of the Executive Order I presented this morning, Karen found out I was going to resubmit to you for your authorization
- President Wayne Palmer: So she quit? That makes absolutely no sense to me: she's never been afraid of a fight
- Tom Lennox: Maybe she finally realized her arguments were invalid and this is the only possible response to the dangers we're facing?
- President Wayne Palmer: Tell me why I would sign off on something I rejected six hours ago?
- Tom Lennox: Because Sir six hours ago, we didn't know Fayed had nukes
- President Wayne Palmer: Even so, you're talking about suspending Habeas corpus, expanding the length, and broadening the criteria for those detention centers. Those actions would constitute a brazen abuse of Executive Power
- Tom Lennox: Those actions would damage Fayed's network: limiting his ability to make use of these remaining nuclear weapons. Sir, Fayed's sole intention here is the destruction of our country, its infrastructure, social order, entire way of life, and he has the will and the means to make good on that threat
- President Wayne Palmer: Have you stopped to think about the fact that I will be forcing the people who elected me to give up their rights and freedoms defining the essence of this country?
- Tom Lennox: Sir, if one more nuke goes off, it will have been Fayed who redefined our country
- President Wayne Palmer: [Referring to Tom's Executive Order] pass this out to the Cabinet, we'll reconvene in thirty minutes
- Bill Buchanan: [Over the phone] I'm sorry I'm late for the briefing: tell the President we're still tracking Fayed through McCarthy
- Karen Hayes: I just had to resign
- Bill Buchanan: Resign? What're you talking about?
- Karen Hayes: I can't get into it right now but I've asked to be reassigned to CTU as an onsite liaison
- Bill Buchanan: You can't leave the President today: today of all days
- Karen Hayes: [Sternly] you think I would do this if I had any other choice?
- Bill Buchanan: Lennox had something to do with this, didn't he?
- Karen Hayes: I cannot talk about this right now, I will see you in a few hours ok?
- Bill Buchanan: [after she enters his office] what is it?
- Chloe O'Brian: I've been trying to reach Jack on his cell but his not answering
- Bill Buchanan: Try his back up teams
- Chloe O'Brian: I've tried: they're not answering either: maybe he had them all go "dark"
- Bill Buchanan: They wouldn't do anything without telling us first. Send in support units, see if they can get a visual
- Chloe O'Brian: Fine
- Bill Buchanan: And keep trying Jack
- Chloe O'Brian: Alright
- Jack Bauer: [Talking privately] Graem just tried to have me and my father killed
- Marilyn Bauer: Why? Why would he try to kill you?
- Jack Bauer: The nuclear bomb that was detonated earlier, the terrorists acquired it from the family's company: Graem's been trying to cover it up. I'm sorry, I understand how difficult this must be for you to believe
- Marilyn Bauer: It's not, I mean I don't know the details of what his done but I know what his capable of
- Jack Bauer: There are four more bombs out there: we need to get them back. Is there anything you can tell me?
- Marilyn Bauer: Like what?
- Jack Bauer: Did Graem ever talk about a man McCarthy?
- Marilyn Bauer: No
- Jack Bauer: Are you sure?
- Marilyn Bauer: He hasn't confided in me in years: probably never did
- Jack Bauer: Thousands of lives are at stake, please? Just think
- Marilyn Bauer: I wish I knew something, I really wish I did but I don't know anything, and Josh doesn't know anything either and he doesn't need to know
- Jack Bauer: I'll do everything I can to protect him
- Marilyn Bauer: No, I've seen what happens when you "try" to protect people. I just want to get my son and I want to get out of here
- Milo Pressman: [Talking privately] it's Morris' brother
- Chloe O'Brian: Timothy?
- Milo Pressman: His on his way to Horizon Regional hospital for severe radiation exposure
- Chloe O'Brian: [Looking at the report he handed her] it says his in critical condition, I'll tell him
- Milo Pressman: I think we should hold off
- Chloe O'Brian: Why?
- Milo Pressman: Morris is the best hope for restoring that file, if we drop this on him now, he might completely shut down
- Chloe O'Brian: It's his brother: we can't keep it a secret
- Milo Pressman: I understand this might sound insensitive, but for a second, put aside the personal feelings so Morris can "consider" what's at stake. We need him to restore that file
- Chloe O'Brian: I know Morris can handle this
- President Wayne Palmer: [Over the phone] I just heard what happened to Walid, I am so sorry: is he going to be alright?
- Sandra Palmer: Yeah I think so
- President Wayne Palmer: But what they told me is confusing, they said Walid was working undercover to expose some "plot"?
- Sandra Palmer: There was no "plot", the men weren't part of any "conspiracy." They were just bystanders
- President Wayne Palmer: They told me these men had information on the nuclear weapons?
- Sandra Palmer: One of the men pulled it from the internet and showed it to his friends
- President Wayne Palmer: They should've reported that
- Sandra Palmer: They were afraid they were going to get into more trouble than their already in: most of these men were pulled from their jobs, their homes, on trumped up immigration charges and now their facing deportation. You are detaining them without due process, the people whose help you need the most. How do you expect them to "help" if they don't have any legal protection? I'm scared
- President Wayne Palmer: I know. Everything's going to be alright
- Jack Bauer: Dad, maybe Graem started making the wrong choices after you let him start running the company? You can't make yourself responsible for that. That's not fair
- Phillip Bauer: [Distraught after seeing Jack torture Graem] I'll tell you what's not fair: you deserved a better family, not this, not us. I can just imagine what you must be feeling. All that time we lost, what I wouldn't give to have some of it back
- Jack Bauer: Me too. I want you to go back to CTU
- Phillip Bauer: Ok, I need a few minutes
- Jack Bauer: Of course: their sending a chopper for me. I have to go
- Vice President Noah Daniels: Congratulations this is an excellent plan
- Tom Lennox: Thank you very much Mr. Vice President
- Vice President Noah Daniels: It's about time someone in this Administration stood up to these people: to be honest, I didn't think this President had the stomach for this
- Tom Lennox: I think we're about ready here, I'm going to put you on speakerphone
- President Wayne Palmer: [while entering the room to meet with his Cabinet members] is the Vice President with us?
- Vice President Noah Daniels: I'm here Mr. President
- President Wayne Palmer: I'm assuming everyone here has read Executive Order 1066? Tom first proposed this plan to me very early this morning and I rejected it: sacrificing the rights and freedoms guaranteed by the Constitution seem like too steep of a price, even for the "promise" of security but then Fayed murdered twelve thousand innocent Americans with a nuclear weapon, I felt compelled to "revisit" my earlier position. After careful reconsideration, I remain convinced that my initial response was in fact the right one. Implementing this plan would be a terrible mistake. Now I cannot and I will not endorse these actions. Some of you seem to feel that the Constitution is somehow valid only in times of peace but not during war time. That is not what the Founders intended
- Tom Lennox: With your indulgence Sir, George Washington's enemies wore bright red coats and marched in a straight line: the Founders could have never conceived a stateless enemy hiding among us that targets not only our soldiers but our civilization
- President Wayne Palmer: Your plan would only "hinder" the efforts of law enforcement to stop Fayed
- Tom Lennox: How does my plan "hinder" law enforcement Sir?
- President Wayne Palmer: By marginalizing and thereby radicalizing the very people's help they need to enlist. The American Muslim community is our best line of defense against these terrorists. We as Americans need to demonstrate that we are governed by the rule of law and never by the politics of fear
- Vice President Noah Daniels: Mr. President?
- President Wayne Palmer: Yes?
- Vice President Noah Daniels: Before you make any unilateral decisions, maybe you should hear other people's thoughts?
- President Wayne Palmer: I'm sorry, the discussion on this matter is over
- Graem Bauer: [while tied to a chair] how am I doing?
- Phillip Bauer: Doing great
- Graem Bauer: And everyone thinks Jack is so tough. I mean he is but so am I. it's nice to know I can take anything he "dishes" out
- Phillip Bauer: You told him about Palmer
- Graem Bauer: I had to give him something, make him think I cracked. I kept you out
- Phillip Bauer: It's going to get a lot worse: his not finished. He knows you didn't tell him everything

- Phillip Bauer: They're going to take you to CTU. They'll do things there that'll make this seem like cakewalk

- Phillip Bauer: I'd like to believe that: the problem is you have to be sure
- Graem Bauer: I can be. I'll "hold my mud." Everything is going exact to plan. Jack bought the ruse
- Phillip Bauer: Oh, I know, I'm sure we "convinced" him that you were going to have me killed as well
- Graem Bauer: That makes me the bad guy and you the good guy. I take the rap, do some time, you escape free, get me out when you can. Meanwhile, the company lives on. Stick to the plan, that's what you've always said right? Make a plan, stick to it
- Phillip Bauer: Sometimes you need to make "adjustments"
