When Ziva and McGee enter the car park you can clearly see crew member standing at entrance stopping traffic from entering. I could be disputed that this is an attendant but as this has through access at both ends there would be someone at both ends not just one. The way they are also dressed indicates its a crew member too, plus if you look very closely you can also see movement of someone on ground between the man and rear wheel of vehicle.
