Traffic engineer and New York City commissioner Henry Barnes was responsible for many innovations, including the 'Green Wave' (coordinated traffic signals), actuated traffic signals (set off by the presence of an automobile or a pedestrian pushing a button), and the introduction of bus lanes. With regards to the city's traffic signals, he ordered all repainted yellow (originally, they were dark olive green).
