A fisherman is murdered by some smugglers dealing in illegal aliens.
An OK episode a bit talky and short on action. The murdered fisherman's friend and partner Joe is left alive by the smugglers but threaten him to keep quiet. Joe is played by Nick Colasanto, later Coach on Cheers. Stone and Keller try to stop Joe from seeking revenge. A good scene on the foggy San Francisco Bay at the end.
