The fact that the patient didn't have any feeling in her thigh would not have made her immune to the Taser. Also, Taser cartridges have ID-numbers and spread confetti-like ID-tags when discharged; as the officer is personally accountable for each issued cartridge it would have been pointless for him to lie to House.
