So I remember seeing this as a pre-teen in 1981. Two years later I picked up Stephen King's short story collection, "Night Shift," which had a story called "Battleground". The main character is a hit man who receives a foot locker of military "GI Joe" type toys (from the mother of a man he killed), which later come to life and attack him. The ending involves an explosion in his apartment, killing him. Investigators later find it was caused by a scale-model nuclear bomb.
I remember the TV episode featuring a lot of "green screen" action of actors playing the tiny soldiers, but I don't recall the ending. Given that King wrote the story 10 years before this episode aired, I'm curious if the writer cribbed from that story (most of King's early short stories were published in adult magazines), or if this was a long-forgotten screenplay sale.
