"Inauguration" is a nod to the recent election of Mayor Ed Koch (never shown), who wants Harris to leave the 12th Precinct and join his team. Dino Natali debuts as uniformed Officer Zatelli (five appearances), getting some unwarranted tips from Levitt on squad room protocol. A number of threatening letters scribbled in crayon turn out to be sent by a harmless old eccentric (Florence Halop, second of six). Philip Sterling (second of six) plays Noel Cadey, insisting that he be recognized as the people's mayor or die trying. Basil Hoffman is hilarious as Allen Korbel, allowing Wojo into his apartment, where he has a pile of pot right there on the coffee table as he smokes a joint ("had enough grass to start a lawn!"). In a sign of things to come, he turns out to have a prescription for medical marijuana for his glaucoma, delighted at what he sees in the squad room ("how'd you get that rippling effect with the walls?"). This was the fourth season finale, the only one listing James Gregory's Inspector Luger in the opening credits, appearing only seven times in 23 episodes. Jack Soo's Yemana missed these last five, returning for the first eight next season.
