Season Two of "Angel" is just as strong as Season One in terms of consistency, but improves on it in terms of having a strong story arc. The Darla episodes were great, the Wolfram & Heart story is starting to work nicely, and even the Pylea episodes, which really should have been weak and maybe belong more on "Buffy" than on "Angel" in terms of tone, are really strong and enjoyable episodes.
That said, season two also has more great episodes than season one, with memorable episodes like "Are You Now or Have You Ever Been?" (a highlight of television in general as far as I'm concerned), "Darla", "Reunion", and "Reprise".
The character writing is strong, the plot is handled excellently, and "Angel" remains a strong and memorable series through its second season, which does not improve in terms of consistency on its first, but certainly improves on its first season in the quality of the season story arcs.
