No. Igor is a computer-animated comedy written by Chris McKenna, who also has written the scripts for various episodes of the TV series American Dad! (2005-?).
This is from the official website: A potentially gifted and brilliant scientist, Igor was born with a hunch on his back which, in Malaria, leaves him only one choice in life -- to become an Igor. The character fits the stereotype of the traditional hunch-backed assistant working in the laboratory of a mad scientist.
Although some viewers say that Igor has a Nightmare Before Christmas look about it, Tim Burton is not listed in the credits and, apparently, had no part in the making of the movie.
