Yes it is. In 2011, James McAvoy was the voice of Gnomeo in "Gnomeo and Juliet" and the voice of Arthur in "Arthur Christmas".
Hal Tara is the lead character and is the son and heir of The Kahro of Hebalom, brother of Ghinna and nephew of Nezo. Described by Nezo as "Gilded, self obsessed, arrogant and childish". Hal Tara is voiced by Scottish actor James McAvoy.
It's possible and most likely, Hamlet may had been a strong influence behind the film's story. Hamlet was about Hamlet, son of the King of Denmark, whom seeks to avenge his father, when he learns from the ghost of his father, that his hated uncle Claudius, whom has taken the throne and married his mother, murdered his father. Hal Tara, Prince of Hebalom, leaves the city of Hebalom to avenge his father, Kahro, whom has been murdered and his evil uncle Nezo plots to steal the throne of Hebalom. The quote by Zita "I end where you begin. And where you end I begin." is quiet Shakespearean.

However, Samantha Bond played recurring character Mrs. Wormwood in the spin-off show The Sarah Jane Adventures in "Invasion of the Bane" (2007) and the 2 part "Enemy of the Bane" (2008).
