No. Toy Story is based on a screenplay and story written collaboratively by American screenwriter Joss Whedon, best known for his Buffy the Vampire Slayer TV series, director John Lasseter, and screenwriters Andrew Stanton, Joel Cohen, and Alec Sokolow.

It seems to be "..- ..- -... ... . . . ... ...-" which translates to "UUBSEEESV". If heard differently, the Morse code Babyface uses comes out as UUBDWRV, which could mean Under Ugent Business Dispatch Working Rescue Vehicles (samurix7's interpretation).

One possible explanation is that it is an instinct for all toys, so Buzz does it without needing a reason. Another possibility is that Buzz considers humans dangerous given their size and imitates toys as their behavior seems appropriate.
