- Three new officers in a large metropolitan police department adjust to their new jobs and way of life.
- Investigating a shooting, the Rookies learn the victim Miller wore a police uniform as a costume. In the next attack, Webster loses his sight temporarily; despite this disability, he helps break the case.
- Ryker meets a young girl and takes a liking to her. They bond. She has a boyfriend who has ties to a criminal. He wants him to help him spring someone who's in custody. He then asks his girlfriend to ask Ryker to get him transferred to a hospital. But something goes wrong and the man is killed. The criminal blames him and orders him killed and his girlfriend sees them and gets away and goes on the run.
- Danko and his crew are assigned to protect controversial General Brooker who has just been fired. Terry disagrees strongly with his methods while Willie begins a seeing his daughter Laurie. Danko learns of a misdirection about the case.
- The only eyewitness to the death of Old Charlie, brought on by a taunting joyrider who harassed him, is young Marly Devon, who teaches at a daycare center. Jill remembers Marly from a previous assignment, and that she functioned at a seven-year-old cognitive level. Thanks to experimental therapy (including a special diet and megadoses of vitamins) and longtime counseling, Marly is now of almost normal functioning. But will she make a credible witness, especially when side-effects of her treatments begin to show?
- While Mike and Jill are out celebrating their wedding anniversary a gunman comes into the restaurant they are dining in and starts shooting. Jill is seriously injured and loses her baby. Mike apprehends the gunman, but they soon learn that he has a brain tumor and that they may not be able to prosecute him because of it. Officers Webster and Gillis investigate the possibility that the shooting was planned and wasn't because the shooter had a brain tumor.
- It's a test of courage for Terry's friend Johnny Dane when he's shot in both legs during a gun battle with two thieves who rob sporting goods stores of guns. Johnny's challenge, what if he loses a leg?
- Officers Owens and Danko track down the man who raped Owens's sister. But the tables are turned on Officer Owens when the rapist claims police brutality during his arrest. Meanwhile Kim Owens struggles to cope with her feelings and her faith after the attack.
- Danko's veteran partner (Earl Holliman) loses his family ranch and unborn son in a single day. Danko doesn't want to add to his woes by reporting on his growing rage on and off the job.
- After Officer Gillis departs from the precinct, Webster reluctantly accepts rookie Chris Owens as his new partner. Fresh from the academy, Officer Owens is eager to help Webster catch an arsonist who's purposely killing firemen.
- An acquaintance from Jill's hometown comes looking to be a model or actress. She hooks up with an "agent" who gets her a lead in a Porto film. But Angel has a health problem that could endanger her.
- A retired police officer gets in the way of the Rookies investigation of an aggravated assault.
- Terry Webster's cousin Jimmy returns from Vietnam and has trouble finding a job and to adjusting to life back home in general. Despite the support and help from Terry, Jimmy is finding the temptation to join a couple of war buddies in their robbery operation hard to resist.
- On Christmas Eve the Dankos invite Lt. Ryker over for dinner and ask him to dress up as Santa Claus to cheer up their niece whose parents are separated. Officers Webster and Owens maintain the Christmas spirit while out on patrol.
- The rookies go undercover to investigate a syndicate backed film company that is responsible for the deaths of some of its actors.
- While off duty, Officers Webster and Gillis are taken hostage by two men headed to Mexico in search of an unorthodox medical treatment for one of the men. After they escape the men, the officer's must trek through the desert to survive.
- A young mentally - challenged man witnesses a murder. Cliff's dream is to be a policeman. In the meantime, the killers keep an eye on Cliffy, while prejudiced neighbors want him to move out.
- Lt. Ryker, Officer's Terry Webster, Willie Gillis, and Mike Danko as well as Jill Danko try to help a young nurse get through the emotional trauma that she must endure after she is raped.
- At the request of Lt. Ryker, Officer's Webster and Gillis volunteer to work with a street gang on their own time. But just when they think that they are getting through to them the leader of the gang is shot, threatening their progress.
- Against advice of their lieutenant, Webster and Gillis are charmed by Toby Jones (Louis Gossett Jr.) who leads an evangelical church fighting drug use. When Gillis spots Jones fleeing a heroin house bust he uncovers Jones' criminal history.
- Webster teams with veteran African-American cop RC Taylor who's biased against the urban community. Everyone heads out to help at a camp for troubled youth where Mark claims to have seen a crime but Taylor doesn't believe him.

- Terry and Chris become locked in the sweltering heat of a local department store over night during a stand off with three armed criminals.
- The division is under investigation for misconduct, following several citizen complaints. When a complaint against African-American Officer Webster contains no racial references despite its strong wording, Webster suspects an impostor, and evidence begins to suggest a police academy washout in uniform.
- Recovery sidelines Webster from regular duty and puts him in a police/prison guard exchange program. Believing that the post will teach him little, he instead opts to pose as a prisoner who was held back from transfer at the last minute.
- A female officer is partnered with a male officer who encounter a gang of jewelry store robbers who kill the male officer. The female officer is blamed for the male officer's death and given the nickname Death Lady.
- Officers Danko and Webster must find an escaped convict infected with spinal meningitis before he spreads the disease to the general population. But they must also find his ex-wife because he is bent on killing her.
- Four young people out for excitement in a stolen pickup become fugitives from the law when their fun turns into murder and robbery. Rookie Chris Owens is on the case after his partner is killed, but Chris wonders whether the dangers of police life are worth it.
- A 16yr old boy gets involved with a junkie and ends up getting blamed for the addict's crimes.
- A sophisticated criminal (Roddy McDowall) takes Danko hostage and will blow him up unless the city trades him for a syndicate bookkeeper currently in custody (Vincent Gardenia).
- Lt. Ryker assigns officers Webster and Gillis to watch over a telethon that has a major country and western singer headlining. Grudgingly they accept their humdrum assignment, but they soon learn that someone is trying to kill the country and western star.
- Danko, Gillis, and Webster's assignment is to uncover an extortion ring. Their focus zeros in on JJ who looks to operate out of his pool hall with muscle Crater and Dude. It also involves Cal, brother of a nurse Susan they know.
- A man, put in prison for 18 years for a crime he didn't commit, vows revenge on the men who sent him there; guest Robert Lansing.
- Three cops are targeted and shot dead. A young man claims to have seen a suspect and provides a likeness. Ryker likes the young man but Webster questions if he is a credible eyewitness. Then, Danko's partner is killed by a car bomb.
- There's a robbery and the security guard there is killed. Terry shows up and sees that the man who was killed is the father of the girl he was once involved with. While the robbers are being sought, Terry goes to see the man's daughter. He recalls how he met her. She's blind and a musician. When they were getting serious, her father spoke to him and told Terry that she's never been self reliant and is worried what will happen when he's gone. He tells Terry that she was going to go a school for blind musicians which is wanted to do till she met Terry. So he asks Terry to let her go which he does. When he goes to see her and tell her about her father someone tries to kill her. Terry's concerned that the robbers tried to kill her. Question is why?
- Willie draws "juvenile detail" and struggles to deal with the emotional and psychological aspects of the detail. He takes it hard when a teenager dies after being beaten by other teen boys, and when he is not sure if his efforts to try to resuscitate a 6 year old girl who was trapped in an old refrigerator were in time to save her or not. But at the end of the day Willie helps to bring a new life into the world and he is able to put things back into focus.
- Ryker's life is in danger when Joe Mannley is released from prison and wants payback on the policeman. He wounds Ryker which puts him in Jill's care but Joe is prepared to end her life also to get to Ryker.
- A gang leader from Terry's old neighborhood runs him down in a speeding car. Loyalty within the gang is strained as Terry is still well regarded in the community and none want to see him die or their gang brother jailed.
- A drug bust goes down, but Terry chases one of dealers, who gets away. An old friend of Mike's from Vietnam shows up, but seems cagey. Chris and Terry come to believe, after a bit of investigation, it appears that Mike's friend is a drug pusher. Mike goes to have a talk with Johnny, but the drug pushers take both Mike and Johnny hostage. Not all is at it seems, however.
- A rich young man murders his bookie with Jill as the only eyewitness. He hires a professional criminal to help him abduct and kill her.
- A brother and a sister are out for revenge for their father's death. Killing two judges who sentenced him. The Rookies try to prevent a 3rd judge's death.
- A couple having an affair witness a murder, but the married man in the relationship wants to keep quite about it and not go to the police for fear of losing his family. What they don't realize is that the killers are now after them.
- After Jill Danko and one of the doctors from the hospital are taken hostage at the women's prison farm, officers Danko, Webster, Owens, and Lt. Ryker are called in to diffuse the situation.
- Lt. Ryker befriends the son of an arrested burglar, only to be taken hostage by the boy's escaped father.
- The rookies are concerned about a fellow officer who is purposely trying to get killed in the line of duty in order to receive the financial benefits his family needs to pay for medical bills.
- Ryker helps out an old friend, retired policeman Haskell, who runs security in a wealthy enclave, when a death occurs during a burglary. Webster and Gillis don't enjoy the gig and Danko gets whalloped by an unknown perp before it's solved.
- While Mike Danko is away for police training Jill's ex-boyfriend shows up and claims that he is dying. Jill is unaware that his claims are fabricated in hopes of getting her back, and that he is involved in criminal activities.
- When Danko misses a criminal hiding in a locker at a burglary, a veteran officer pays the price. His partner plans to make Danko pay for the mistake by partnering with him. The other rookies go above and beyond to find the perpetrator.
- A child at the hospital where Jill works is in critical condition and is about to be operated on. And they need a lot of blood for the operation. Fortunately there a sufficient supply in the blood bank. Jill is passing by when she's a guy take the blood out of the cooler. Jill asks him what is he doing, he then knocks her out and takes the blood. The guys upon learning what happened tries to find the blood because the child needs. They are told that who stole it plans to sell it. So the press learns about this and announces how much the blood could be worth. So the guys who stole thinking the man whom they stole it for is short changing them decides to take some of it back till the man sells it and gives them a cut.
- On a rainy night, Jill has a car accident and is rescued by a young man who claims to be a doctor. She has temporary amnesia, but dreams of Mike. Meanwhile, Chris and Terry are put on the lookout for an escaped mental patient who fancies himself a doctor.
- A gang of thieves and gun runners take Terry hostage to trade for their hospitalized leader. Mike is seriously wounded during the arrest. The leader attempts to break out. How will Terry survive?
- Terry (Georg Stanford Brown) investigates an old friend's apparently purposeless attack on a cop.
- After the Priest of the Catholic church in his neighborhood is murdered, the Monsignor requests that Lt. Ryker heads up the investigation. After another murder and another attack on nun, Ryker and the rookies are stumped for a motive. Then they receive the autopsy reports on the victims that gives them the break they need.
- When Terry delivers the baby of a young woman who seems to be an accomplice in a robbery where the store owner is shot, it's a prelude to revenge as the baby's father becomes jealous of Terry's friendship and sets out to claim what he thinks is his. But something goes wrong with his next heist, and the girl is in danger. Terry's car has a bomb underneath.
- A shady man claims to be the father of a runaway teen who's recently crossed the path of Gills. The rookies set out to find her for him unaware he has lied to them from the start.
- When a youth leaps to his death, the Rookies enlist the aid of another kid to trace the drug source.
- Chris is wounded on duty and Hank witnesses it but he is afraid to come forward for fear of harm to either him or his family.
- A rookie officer (John Ritter) is unsure if he can live up to his father's super cop image. He trips and takes down a world class hired killer leading the assassin to make the rookie his next target.
- When the precinct adopts a Police Cadet Program, Webster and Gillis are partnered with a young man who's sister's boyfriend is a fugitive. When another cadet learns of their criminal activity he is taken hostage along with Officer Webster.
- Terry respond to a call about man with a gun holding some people captive. Terry tries to talk to the man but SWAT shows up and they take over. Terry tells the leader, Lt. Harrelson that he thinks he can talk to the man but Harrelson says he's taking over and they bust in and shoot the man. Terry thinks he could have talked the man out. Ryker then informs them that they need to take some SWAT training and when Terry learns he will have to be under Lt. Harrelson he asks Ryker is he can be excluded. But Ryker says it's mandatory. And when he meets the man he continues to question his methods.
- A veteran cop whose partner is killed during a robbery attempt steals some of the money to improve his home life.
- Country, a small time hood with a cocaine addiction, learns that police HQ is storing a large amount of drugs. He becomes involved to steal the cache before it's destroyed. Webster is taken hostage trying to help Country beat his problem.
- A young couple is afraid to go to the police after the child that they illegally adopted is kidnapped by his biological parents.
- Terry pursues two young men who gave an unidentified 19-year-old girl drugs which subsequently led to her death in a car accident.
- A man who joined the force the same time that Lt. Ryker did but quit because he couldn't handle the violence is framed for murder. Ryker and the rookies try to help him after years of drinking have turned him into something less than a man.
- Officers Gillis and Webster desperately try to track down a girl who is diabetic in order to get her insulin before it is too late.
- A mentally deranged former POW thinks rookie Mike Danko, who was a helicopter pilot in Vietnam, panicked and left him behind to be captured and tortured in a POW camp.
- After a syndicate boss is arrested, his thugs takeover the precinct with the help of an ex-police officer. They aim to free their boss and his ailing brother, but they soon find out that Ryker and Webster aren't about to let that happen.
- Gills arrests a washed up fighter (Lou Antonio) who's still connected enough to get bailed out in hours. The bitter drunk decides to fire bomb Gills for revenge.
- Chris meets a girl named Jobina, a photographer. They spend the day together and they agree to meet later. When he goes to meet her, he sees someone kill her. He goes after the man and suffers an injury. When he wakes up in the hospital, he doesn't remember the day. But slowly his memory comes back and he remembers her. He then goes to her place and while there she turns up alive. It seems she had to leave town and she asked a friend to tell him, she gave her, her jacket so that Chris would go to her. Apparently the killer thought she was Jobina. That's when they discover her dark room open and all her negatives and photos destroyed. That's when she recalls when she was with Chris that a man whose picture she took was eying her camera. But the film was not damaged they develop it and the man is identified as an assassin. So they have to find him.
- Officer Terry Webster falls in love with a girl who witnessed a murder committed by a drug dealer. After she is tracked down and killed for what she knows, Terry uses himself as bait to catch the killer.
- Willie struggles to cope with the death of a young man he shot during a break-in who appeared to be unarmed. That is until an unidentified caller gives reason to believe another person might be responsible for his death.
- Terry and Chris bust a drug operation, but the drug organization uses an elaborate scheme to get their heroin back, involving a pretty girl to con Chris out of information on a scheduled transfer. The heist is successful and Chris investigates the girl to discover if she was in on it or was also being used.
- Gillis is severly injured during an armed robbery. The doctors inform him that further surgery could leave him paralyzed leaving the police officer not knowing what to do.
- When three women are killed by someone who writes "please" with their lipstick after killing them, two female cops are sent to live in a singles apartment, and Webster and Gillis are sent to keep an eye on them.
- Mike gets a new partner he shares a lot of common interest with. But Luke is a man obsessed, blurring the lines between law and vengeance. When Mike fears he'll become just like him, he quits. Terry pleads with him to change his mind. Mike realizes he is a good cop.
- Officer's Webster and Gillis try to help a young man break away from two thugs who are using him as their wheel-man for robberies they are committing. But when the thugs take his girlfriend hostage it complicates their efforts.
- Officer Danko shoots and kills a man who may have been innocent of any wrong doing. Jill Danko becomes concerned over her husbands concern for the widow of the man he shot and tensions arise within their marriage.
- A trio of junkies mug and brutalize a middle aged woman. As she lingers near death and legal issues keep the criminals on the street, her doctor son spirals into increasing anger.
- Lt. Ryker goes out on patrol with Officer Danko and discovers that a protection racket is being run in his old neighborhood and that most people are too scared to come forward and talk about it.
- Officers Webster and Owens desperately try to find a Saturday Night Special handgun that has been involved in multiple shootings, including a homicide, before anyone else gets hurt.
- An officer is shot and killed by a man who assaulted a woman in her home. Officer Webster isn't sure if the man they've arrested for the crime is the right man even though the victim and three officers at the scene positively identify him. The Rookies must discover if it's a case of mistaken identity.
- Officers Webster, Gillis and Danko investigate a robbery ring that is run by an ex-con known as "The Teacher" who is using thrill seeking teenagers to commit the crimes.
- A repentant ex-con out on parole is tracked down by his former associates to aid in a robbery.
- Chris and Terry remember seeing the same girl at the scenes of several Sunday bombings terrorizing the city.
- Widower father Frank Essex (Mike Farrell) targets a local criminal organization to pay for his son's hospital stay. On the run from both sides of the law, he doesn't know that he's the only donor who can save the boy's life.
- A police Captain is taken to the hospital and needs surgery. A woman who blames him for locking up her boyfriend urges his brother to help her take over the operating room and demand her boyfriend's release and for money. Ryker handles it and Jill is in the operating room with trying to keep the Captain alive because they've bee told to stop operating.
- Frank Queenlin has a grudge against the rich and kidnaps wealthy Andrea Sloan. The top police brass disagree on how to handle the case, leaving the rookie cops in disarray. Sloan maid Tina seems to know more then she should.
- Officer Webster and three female bank employees are held hostage in a bank vault by a highly intelligent man who is using them as bargaining chips to get his partner in crime released from jail.
- When the guys respond to an alarm, they arrive to find two men. When they split to get each of them. Mike ends up catching the one he was pursuing while the one Terry and Willy were chasing gets away. When the man is charged and the whole case hinges on Mike's testimony, the other man who happens to be his brother decides to lash out at Mike to get him to change his testimony by terrorizing Jill.
- While on a night patrol Officer Gillis's partner is shot and killed. Then after notifying his estranged wife, she grabs his gun and shoots herself. The series of traumatic events leave him with plenty of doubt about his future as a cop.
- Mike Danko is teamed with Pete McCall who is returning to the force after being severely wounded ten years previously. Unknown to anyone Pete is planning vengeance on Tivoli and Ducas, the two responsible for his injuries.
