- The government in Edo era is suffering from a financial crisis. It hires "Kage" to provoke the collapse of small hans (prefectures). "Kagekari" are people who were hired by Daimyos (mayers of local governments) to resist kage. The young mayor of Suwa Takashiwa, Tadamaru was assaulted by a kage on his way to Edo. Zyubei and Gennnosuke, the Kagekaris, try to carry injured Tadamaru to Edo.

Oometsuke ordered an Oniwaban, Shinnosuke Takusyoku (Mikijiro Hira) to take Tsunatoyo to Edo safely. However, the enemy turned out to be his younger brother and the federal lord of Tatebayashi Kiyotake (Yoshihiro Kobayashi). On top of that, the Oniwaban sent by Kiyotake to assassinate Tsunatoyo was Shinsuke's father-in-law, Genshin Uno (Shigeru Kamiyuama).

With the help of Ochiyo (Kaori Momoi), the daughter of a lumber merchant in Fukagawa, Otaki (Mitsuko Kusabue), the proprietress of a ryokan (Japanese-style restaurant) with whom Soshun is on very good terms, and Ichinojo Kaneko (Yoshio Harada), a ronin, the group hunts down the evil.
- Dobu (Kunie Tanaka) used to be a soldier but now is a private detective. Three vagrants were killed in a shrine, and Dobu found out that those three had a grudge on a timber whole seller, Hinokiya. He reunited with Zirokichi (Takeo Chii), one of his friends and Nezumi Kozo (a thief) , and he infiltrates Hinokiya together.

- This is a story of "Takechiyo," the previous name of Iemitsu Tokunaga, the third Shogun (General).
