Olive tells Popeye to wash up; Shorty runs the water, and we get another flood. Shorty decides Popeye needs to play some games, so they play baseball, golf, and hockey in Olive's living room, all ending disastrously for Popeye. Popeye manages to cut a hole in the floor; Shorty falls in, Popeye throws a rug on it, then Olive arrives carrying the cake and falls in. Soon, everyone's in the furnace in the cellar.

- Popeye and Bluto are on leave in the South Seas when Princess Alona (Olive) comes surfing by in her Sarong, a bird perched on her knee. The boys are smitten and chase after her. The bird warns the boys that any harm to the princess will result in death from the local volcano.

The rest of the cartoon is spent chasing the crook to Paris, the Swiss Alps, and North Africa; Popeye always gets there first, but fails to make the arrest until he lucks into some spinach, of course.
- In this Paramount Noveltoon (production number P6-3) Police Officer Flanagan gives a little blind girl, Billie, a Raggety-Ann doll, and she is told she can see it if she uses her imagination; she does so and the slum neighborhood is transformed into an enchanted fairyland, alive with beautiful colors and music.
- Popeye and Olive take his nephews on a picnic. They don't want to eat their spinach, so Popeye tells them about his school days, when Bluto repeatedly got Popeye in trouble and eventually stole Olive away until Popeye had his spinach and saved her from an oncoming train. After his story, Bluto grabs Popeye and the nephews eat their spinach and save him.
- Popeye and Olive are shipwrecked; they think they are saved when they see a ship, but what they don't realize is that the crew of the Sea Witch is all ghosts, and soon they are under attack, but they don't know from what for a while.
- Casper makes friends with a fox cub. But the new friendship is threatened when a fox hunter and his two hounds come on the scene.

- Bluto, the daring hot air balloon rider, catches the eye of Olive at a carnival, much to Popeye's chagrin. Bluto manages to make Popeye look bad several times, eventually winning a ring at the ball toss and taking her up in his balloon. Of course, he tries to get fresh with her, and Popeye comes to the rescue with the help of some fireworks. The hot air balloon gets a bit too hot, putting Olive in even more danger.

The series was considered to be the successor to the "Color Classics" series produced by Fleischer Studios. Many popular animated characters were first introduced through "Noveltoons," including Casper the Friendly Ghost, Herman and Katnip, Little Audrey and Baby Huey.
- In a shipyard, Popeye and Bluto compete in each building a ship for a potential exclusive military contract.
- The boys see lovely nurse Olive pass by and follow her to her hospital. She throws them out, so they scheme to hurt themselves enough to get hospitalized, with no luck. Bluto gets a wall to fall on him, but stands in the window. Popeye tries to get run over by a steam-roller, but a street cleaner saves him. Bluto dives off a skyscraper - into a huge pile of mattresses. Popeye stands in a naval gunnery range, but the gunners miss the target. Bluto taunts a bull, but stands next to a billboard of an attractive cow, which distracts the bull. Popeye crashes a plane, but the ambulance crew rescues the plane. The boys compete to get run over by a train, but punch each other off the tracks just as the train arrives. Finally, Popeye forces a can of spinach down Bluto's throat and gets a pounding. That lands him in the hospital but not Olive's; they failed to notice the sign: "Cat and Dog Hospital." They start fighting like cats and dogs, and get hauled off to the looney bin.
- While Clark Kent is in wartime Japan, Superman becomes a saboteur.
- Casper emerges from a subway station, following a crowd of scared strangers. He encounters a man saying "see the wonders of the moon for ten cents," and offering a sight through a telescope. Casper scares the man away, then uses the telescope to see the moon. He then flies to the moon for a visit. Casper lands on the moon, disappointed to find no man on the moon. He lies down to nap, then tiny moon men emerge from holes. They capture Casper, like Lilliputians did to Gulliver, then place him in a cage on wheels, in which they tow him to the Ruler of the Moon, King Luna. The King addresses Casper as a monster, and treats him as an enemy. Casper playfully picks up King Luna, and the king has him placed in the royal dungeon. A dejected Casper is imprisoned. Then animated trees attack the city of the moon men. The moon men defend their fortified city with flaming missiles. The tree monsters fight back with water, then break through the town walls. When the fight seems lost to the tree monsters, Casper escapes his cage, and helps the moon men. Casper goes underground. The friendly ghost then pulls trees' parts through the moon surface and ties them together, immobilizing the trees. The frustrated trees writhe and strain against the knots Casper has tied. Casper and the moon men have won. Then, and only then, does King Luna embrace Casper as a friend. King Luna knights Casper for the valiant defense of his people. Then all the moon men join in singing the Casper theme song.
- Lulu answers wrong on a history quiz after cheating off of Tubby. While sitting in the corner and wearing a dunce cap Lulu falls asleep and dreams of chasing Tubby through history to get back at him.
- In this longer cartoon, Raggedy Ann's little girl mistress is seriously ill and needs sunlight to recover. Raggedy Ann sets off on a mission to the sun and other elements to make Winter end early. works a minor miracle, with the help of the elements.
- Olive is preparing a birthday party for Popeye. He arrives too soon, and she assigns his nephews (only three in this picture) to keep him out until she's ready. They do this in their usual creative ways.
- Popeye and Bluto sing the title song on their way to Rio riding on the back of a donkey. In Rio, they visit a nightclub, where the featured singer/dancer is, of course, Olive Oyl. Both of the boys instantly fall for her, but she only has eyes for Popeye. Bluto figures he'll get his revenge by claiming the awkward Popeye is a champion samba dancer. He tries to fake it, and to hide from the spotlight, but no luck, until he breaks out the spinach. Bluto tries various other ways to sabotage his dancing, but the spinach-powered Popeye is too fleet of foot for Bluto to do any harm. In a final twirl with Olive, they end up with their clothes swapped.
